Tyler C. Jacklin is the Founder and Chief Investment Officer of Digital Value Management, a digital asset infrastructure firm behind Digital Atlas OS, an institutional governance and control platform for digital asset portfolio management.
He founded Digital Value Management to address the governance and operational gap in digital asset investing, with a focus on building the infrastructure required for digital assets to mature into a fully institutional asset class. Prior to founding the firm, Tyler worked in wealth management as a licensed financial advisor, where he gained experience in portfolio construction, investor advisory, and risk-managed investment strategies.
Working alongside a specialized engineering and research team, he leads the firm’s strategic vision, investment direction, and institutional positioning as Digital Value Management continues to develop Digital Atlas OS for RIAs, family offices, investment funds, and institutional allocators.

Digital Value Management
Jinyuan Li leads the architecture, development, and implementation of Digital Atlas OS, the core operating platform behind Digital Value Management’s institutional digital asset infrastructure.
Working across systems design, diligence, and operating infrastructure, he has been responsible for designing and building the platform environment supporting portfolio monitoring, paper trading, trade capture, ledger structure, audit trails, governance workflows, and portal delivery. His work focuses on translating investment, risk, and governance requirements into a usable operating system that brings greater control, transparency, and decision traceability to digital asset portfolio management.
At Digital Value Management, he is responsible for the ongoing refinement of Digital Atlas OS, with an emphasis on system integrity, auditability, and institutional-grade implementation.
